				(Counter-Insurgency), National Security Action Memorandum 
				No. 124, January 18, 1962. This NSAM established the Special 
				Group (C.I.) to ensure that USG organizations recognized that 
				subversive insurgency is a major form of politico-military 
				conflict equal in importance to conventional warfare. It further 
				directs that such recognition is reflected in the organization, 
				training, equipment and doctrine of the U.S. Armed Forces. It 
				states that particular attention be paid to the special training 
				of personnel prior to assignment to military assistance and

				This NSAM directed the training objectives for officer grade 
				personnel of various departments and agencies (DoD, DoS, CIA,

				programs as well as in the entire range of problems involved in
